Gardendale council transfers Mosley to run civic center

GARDENDALE — The Gardendale City Council made several personnel moves — mostly, but not all, involving humans — and drew down on the city’s line of credit during their regular meeting Monday night.

The most prominent personnel move was that of City Clerk/Treasurer Keith Mosley, who will leave that post to manage the Gardendale Civic Center.

Mosley, who has been the city clerk since October 1999, will replace the retiring John Brigham. In turn, Mosley will be replaced by his assistant, Rebecca “Dee” Gray, as acting clerk and treasurer.

The move will take effect on Jan. 1.

Mosley said that he had approached Mayor Othell Phillips about the move earlier in the year, when Brigham made his retirement plans known.

The council voted to retire a police dog named Kira, and donate her to her human partner, Cpl. Jimmy Unangst. Kira was technically declared as surplus property; she made an appearance at the meeting, then beat a hasty exit when all was done.

A draw of $129,862.93 was authorized on the city’s credit line with Regions Bank, and will be used for the last expenses on the renovation of the new Public Safety Center. “This draw will ‘tidy up’ some small things, and should be our last invoice for this — there might be just one more,” Phillips said.

In other business, the council:

• Approved the development agreement negotiated with Dewey Barber Chevrolet, in which the city will make road improvement to the new site at Mary Buckelew Parkway and I-65, waive the city license tax for five years, and also rebate half of the municipal sales taxes generated over seven years up to a cap of $880,000;

• Hired Sunni Speegle as a youth services assistant at the library, promoted Greg Hughes and Chris Lorino to parks maintenance supervisors, promoted a part-time parks laborer to full-time and hired a part-time replacement;

• Enacted a two-percent cost-of-living increase for city employees;

• Declared five police cruisers as surplus, ordering them to be sold;

• Voted for bids to be taken on the demolition of houses at 1201 Mount Olive Road, 531 Tarrant Road and 4516 Willow Street, after no objections were heard in a public hearing;

• Changed the time of the next council meeting to 11:30 a.m. on Jan. 7, to be held at Gardendale High School. The meeting will be open to the public as always, with entrance through the doors on the west side of the building, where fans enter for basketball and wrestling. The meeting is being moved so that GHS students can see government in action first-hand, and also to eliminate a conflict with the BCS Championship college football game that night between Alabama and Notre Dame.
