Kimberly's issues with Liberty Crossings pavement not quite over

KIMBERLY — The long saga of finishing street paving in Liberty Crossings subdivision appeared to be completed, and Kimberly City Council members were prepared to release the performance bond on the final seal coat of pavement during Tuesday night’s regular session.

But council member John Richardson, who lives in the subdivision, wasn’t fully convinced everything was done.

Richardson asked for the measure to be tabled while he and city inspector Bob Jones take one last look at some trouble spots, such as curbs which have crumbled in some places.

The council voted to revisit the issue in its next meeting. If approved, the city’s long-running battle with developer Clint Singletary to finish the work will end.

The move was the only official action item on the council’s agenda Tuesday. In other business, Mayor Bob Ellerbrock advised the council on repairs needed at Bryan Elementary School — a gym without air conditioning, major problems with the parking lot and a depressed area in the school courtyard that causes flooding in some classrooms.

The council also heard from resident Donnie Stone, who complained about an unoccupied house at the intersection of Hamby Road and Crane Street. The house has become overgrown and infested with snakes and rats, Stone said, and he and his wife had also seen transients entering the empty house.

Ellerbrock said the council had hearings in 2010 and 2011 to start abatement proceedings, but the occupant had been moved to a nursing home, and the property was tied up in red tape with Medicaid.

The mayor said that the city would try to figure out who was responsible so that the city could clean up the property and charge an assessment. “Visit us again in a month and we’ll give you an update,” Ellerbrock told Stone.
