Make bill paying easier

— Why doesn’t the city of Fultondale or Gardendale have places to pay their water bills and telephone bills? The city of Warrior and the city of Tarrant have places to pay these bills. As large as Fultondale and Gardendale are, why don’t they have places to pay these bills?
